WFP, in collaboration with ADEC, is providing food assistance to 13,800 individuals or 2,300 across 26 locations in the districts of Badhan, Dhahar, Xingalool, Ceelaayo and Buraan, in Sanaag and Haylaan regions of Puntland, Somalia.
Each of the 2,300 households will receive $70 monthly for three months to meet their basic food needs.
This assistance is free and non-taxable. It is prohibited for any party to exchange anything in order to receive aid cards.
WFP has updated the registration process, requiring biometric data and photographs of all family members aged 5 and above. Full household registration is mandatory.
A new biometrics system has been introduced by WFP, requiring a one-time registration of fingerprints for each person in the SCOPE system.
Currently, Aid is limited to three months per Household to allow rotation of resources with other vulnerable families.
Households registering in August will receive transfer assistance from September to November. Those who have previously received aid will not be eligible in September.
WFP is also gradually moving toward transfer value based on number of Household members

Agency for development and Environmental Care (ADEC) previously known as Somali Volunteer for Development and
Environmental Care (SVDEC) has been implementing relief and livelihood
projects in Sanaag region, particularly Dhahar district. The aim of the two projects was addressing the
water shortages and to reduce environmental degradation through soil and water
conservation to improve availability of water and rangeland resources in the
target areas in Dhahar district of Sanaag region by the implementation of soil
and water conservation and the water catchment. The target population of the project is mainly affected at the dry seasons when all
the available water harvesting facilities of both cemented Berkeds and sand
dug-outs all exhausted.
The community
water scarcity had serious consequences to the health of humans and their
livestock. Men have to migrate long distances with livestock to reach water.
Women that collect domestic consumptions had also walked longer distances to
fetch water for their families and had been exposed to risks and increasing
their work burden .and the time for other family affairs has reduced. Also, the community had prioritized soil and
water conservation due to limited rangeland resources which lead to poor
livestock condition and low production. Similarly, the soil and water
conversation play a great role the massive soil erosion by rain water and
environmental conservation. Majority of the community are pastoralist, meaning
they depend livestock for their livelihood, therefore, availability of water
and forage is very essential.
Livestock
health is affected and their ability to produce milk, which is vital for
household nutrition, is reduced partly because of limited access to water the
livestock heads is affected by the reduction in weight in which intern contributes
to prevailed food insecurity of the pastoral communities.
The
rehabilitation of the water catchments was started on 15st March 2019 and was
continuing for a period of 5 months. This final report narrates the overall
achievements progresses of the project and specifies the report that have been
during from 15st March 2019 to 31st July 2019.
The communities have harvested more water in the rehabilitated catchments and the other activity improved the environmental degradation hence the effect of the massive soil erosion and water scarcity on both humans and livestock has substantially reduced.ย ย ย The project has also provided increased income and employment opportunities to 226 employees and hence the food Security has reduced.

Challenges
Some of the
challenges identified as part of the implementation are;
The project was to start on 1st February, 2019 and
end 30th June 2019 but due to delay in FLA approval it was started on 15th
March, 2019.
The June activities was suspended by WFP head of Ao

IMPLEMENTATION STRATEGY
ADEC
conducted assessment, community-based participation plan (CBPP) and
consultation with the local authority and community elders to select the most
food-insecure and vulnerable villages in the district. Selection of target
beneficiary has been done jointly by the local authority, community elders and
committee while ADEC verified the eligibility of the selected beneficiaries.
The project sites where the activities are being implemented are pre-identified
suitable public land. At every project sites ADEC erected project signboard
with beneficiary entitlement and activity type.
The participants at every site have foreman
for supervision of the activity and marking of the daily attendance register to
ensure every participant achieve the required work. Participants did not get
their conditional monthly entitlement for the months of June and July-2019 (Balibusle
June and July, Baraagahaqol only July-2019). The conditional food transfer received were
received 60% and 80% of their planned food at Balibusle and Baraagahaqol sites
respectively.
To ensure transparency and accountability, the previous months all the beneficiaries received their entitlement using SCOPE card through finger print authentication. During the distribution, ADEC field staffs does monitoring on the distribution as well as project activity progress and submit monthly distribution and activity progress report to WFP. In addition, the field staffs carried out beneficiariesโ sensitization process by noticing the work norms; complain feedback mechanism, their entitlements, food commodities and validity date of the food voucher. ADEC has publicly posted materials for project visibility, beneficiariesโ entitlement, beneficiariesโ figure and the funding agency. Moreover, ADEC has established good documentation to ensure information sharing and transparency to its stakeholders including the participants, the funding agency (WFP), the community, the local authority and other community-based organisations in the district.
On
the 5th of October 2019, a meeting was convened by the Mayor of Dhahar (Mustafe
Abdi Aden) who invited ADECโs field coordinator (Jama Dahir Qodax). The
meeting was attended by the mayor, ADESโs field coordinator, five members of
the local council and key community members. The mayor extended his
appreciation to WFP and its local implementing partner, ADEC for the support
provided to the community during the drought and asset creation projects.
In
this meeting, the mayor highlighted that one major problem facing the community
which was garbage collection especially during the rainy season and that the
council had no financial resources, equipment or even expertise to address this
challenge. Heaps of garbage can be seen all over the city and surrounding
areas. The lack of tarmac road greatly undermines social development especially
during rains seasons and dents quick recovery efforts. The mayor, requested
ADEC and the community members to volunteer in garbage collection on a
voluntary basis unit a viable and permanent solution found.
To
this end, the local council members in consultations with community agreed with
ADEC to facilitate the solid waste management of the district.
The
presence of uncollected garbage collection poses a threat to the heath and
sanitation the town.
Since Dhahar has no reliable
service providers for the garbage collection coupled with scarce local
government resource, however, with the help of ADEC and local community
initiatives through an innovative weekly clean-up campaign activity.
Key community members
(informants) were assigned the role of sensitizing the community to collect
garbage thrice a week voluntarily and drop the collected garbage off at
designated drop-off points. On the other hand, ADEC is to provide Non Food
Items and transportation for the garbage collection exercise. ADEC will be
responsible for its collection and onward disposal.
This project can help clean up
the city and it will create employment opportunities for future, including
young people and women, in the areas it works. Improved waste management will
boost sanitation, improve public health indicators, render more roads
accessible, and protect the environment.
The Dhahar vocational training Center was officially opened on 5th February 2020 by the Minister for Education and Higher Education, Hon. Abdullahi Mohamed Hassan.
The opening ceremony was attended by Suldan Mohamed Abdullahi the Puntland Deputy Police Commissioner, Deputy Highland regional Governor, District Mayor, Community opinion leaders, Teachers, Women and Youth Groups including the ADEC Program Manager, ADEC Field Coordinator and other staff.
The new vocation training centre will be providing four main technical courses to the dro ught affected members of the community, youth who dropped out of school and other vulnerable segments of the society.
The courses that would be offered in the Centre are computer studies, electrical, tie and dye and tailoring.
The building was funded by ADEC (NGO) and Sanaag diaspora community with the purpose of enhancing the skills and creating job opportunities to the youth, vulnerable households, women groups in Dhahar district.
The participants who attended the
opening ceremony thanked ADEC for such a noble cause in supporting, alleviating
and transforming the lives of vulnerable groups in the region.
The officials who attended the event also assured ADEC of their full support and assistance whenever needed.

ADEC is implementing three FFA livelihood projects at Dhahar, Dharkeynka and Baraaghaqol sites, the projects aims to address the water shortages and food security through rehabilitation of three water catchments at the above situates.
ADEC started the project in July-2018 and its going to finish in December-2018. The rehabilitation of the water catchments are going simultaneously.
The total SCOPE registered participants are 693 (each site was registered 231HHs). The modality of the project is voucher and also the voucher value is 70$.
