Position Title: Program Manager
Location: Garowe, Somalia

Position Overview: ADEC is seeking a dynamic and experienced Program Manager to lead the implementation and monitoring of projects in Puntland, Somalia. This full-time position will be based in Garowe, Somalia, and will focus on achieving high-quality results in accordance with project goals and donor requirements.
Major Responsibilities:
- Grant Management: Ensure compliance with humanitarian standards and donor regulations. Manage project timelines, budgets, and expenditures. Prepare detailed implementation plans and monthly spending reports.
- Proposal Writing: Develop and write grant proposals to secure funding and expand project scope. Work closely with the financial and project teams to ensure that proposals meet funding and organizational requirements.
- Staff and Partner Management: Supervise Puntland-based staff and provide operational support to implementing partners. Oversee community needs assessments, beneficiary registration, and verification processes.
- Coordination: Liaise with WFP, donors, and other local stakeholders to ensure seamless project operations. Coordinate with technical advisors to align projects with best practices.
- Donor Meetings: Regularly engage with current and potential donors to discuss project progress, negotiate ongoing funding, and explore new partnership opportunities.
- Reporting and Budgeting: Oversee the preparation of accurate project reports and budget forecasts. Ensure timely submission of reports to donors and stakeholders.
- Cluster Meetings: Actively participate in cluster meetings to collaborate with other NGOs, UN agencies, and community leaders, ensuring alignment of project activities with regional humanitarian efforts.
- Government Liaison: Maintain strong relationships with government authorities to ensure project compliance with local regulations and to foster support for program objectives.
Required Professional Experience:
- Proven experience managing grants from donors such as WFP, USAID, and other UN agencies.
- At least 3-4 years of humanitarian project management experience, preferably in development and emergency contexts within the Somali regions.
- Strong understanding of International Human Rights Law, Refugee Law, and humanitarian principles.
- Demonstrated ability to lead multidisciplinary teams in various environments.
Required Education and Qualifications:
- Minimum bachelor’s degree in International Development, Project Management, or a related field.
- Fluency in English is essential; proficiency in Somali is desirable.
Preferred Knowledge and Skills:
- Excellent analytical and strategic thinking skills.
- Experience in conflict sensitivity, gender justice, and working with local/national civil society.
- Strong training, monitoring, evaluation, and reporting skills.
- Ability to work under pressure and adapt to changing environments.
Travel and Work Environment:
- The position is based in Garowe, Somalia, with possible field visits to project sites within the Puntland regions.
